Annual Report

2009/2010

The Community Safety Committee respectfully submits its Annual Report for the period June 2009 through May 2010. The Safety Committee has been very active this past year and has had some major accomplishments. The members of the Safety Committee are Jack Withrow, Bob Cushman, Maggie Horn, Roy Horn, Bob McDaniels, Rich Petteys, Ted Taylor, Board Representative Rod Falor, and Herman Wolz Board Representative and Acting Chair. The Committee puts in a lot of volunteer time and they are appreciated.

EMERGENCY EVACUATION PLAN: The plan is in the final stages of preparation and will be formally presented to the Board for consideration in June of this year. This plan is designed to facilitate an orderly evacuation of all residents should an emergency arise such as a wildland fire on the Reservation or some other natural disaster. In addition, funding has been allocated for the development of a third exit. It is anticipated that full implementation of this plan should be accomplished shortly after Board approval. This will include Community Orientation and Education, publication of the plan, distribution of literature etc.

GATE CAMERA INSTALLATION: The procurement and installation of three security camera at the Front Gate has been completed. All vehicles entering and departing Shelter Bay are recorded to include license plate information and are retained for a period of six weeks. Information has been provided to the Tribal Police when an incident occurs.

SPEEDING WITHIN THE COMMUNITY: Discussions with the Tribal Police concerning this ongoing issue has resulted in an agreement to monitor the traffic speeds with a radar gun loaned to the Committee. The Tribal Police have also agreed to step up enforcement of local traffic laws within the community.

STANDPIPE TESTING: The ongoing effort to test and repair all Standpipes made significant progress this year and all necessary repairs shall be completed as soon as possible for optimum fire protection.

CPR TRAINING: Classes for CPR training are scheduled for later this year and this is being coordinated by Maggie Horn. We anticipate excellent participation.

FIREWISE: Firewise featured a table with educational handouts at Skagit County Fire district #13 Open House on November 20, 2009. Roy and Maggie Horn attended the Fire Corps Grassroots Forum in Hermiston, Oregon on February 12, 2010 and brought back excellent information. To support the firewise efforts within the community with their fuel reduction projects in the greenbelts. Shelter Bay Community received their Firewise Certification for the 5th consecutive year. Congratulations!

SUMMARY: The Committee continues to struggle in our education program of getting all residents to place their lot/house number in an area visible to our emergency responders, the issue of Martha’s Beach has yet to be resolved to everyone’s satisfaction, and we are still having challenges getting all residents to buy into the Firewise program. The Safety Committee shall continue to support ways to improve the overall safety and emergency preparedness of the Community and to instate actions that enhance the security of Shelter Bay.
