The Building Committee members include Glen Hasenwinkle, Clark Scarboro, Ted Taylor, Don Lee, Deborah McFarlane, Tom Rosadiuk, with Art Young and Don Haas representing the Board of Directors. Glen Hasenwinkle retired as chairman in October 2008, but remains on the committee as an Alternate. Tom Rosadiuk was appointed Chairman in November 2008.
During the 22 meetings from May 7, ’08 till April 15, ’09, this volunteer committee considered 185 agenda items, made 93 site inspections, and issued 78 construction permits. These permits included 1 new dwelling, 14 remodels, 7 decks or deck extensions, 18 re-paint projects, 7 sheds, 15 re-roofs, 6 fences, 4 propane installations, 5 driveway improvements, 1 hot tub and 1 retaining wall.
Several variance requests were considered and granted, including an unusual 5 ft. side yard setback variance to allow expansion of a residence.
We continue to deal with issues of resident owners proceeding with construction before permits are obtained from the committee. In many of these cases, the improvements are in violation of Shelter Bay Covenants. Resolution is often difficult, and sometimes results in a recom-mendation to the Rules Committee for a fine to be levied. There is a continuing need to make residents aware of the need to obtain permits before construction to avoid possible violations and to prevent being fined.
During the past year, a meeting of all committee chairs and interested members with our Board Vice President resulted in a procedural change to notify Owners who are in violation of Rules and Covenants by phone before sending a formal letter. This has been followed by the Building Committee, and to date, has always yielded a "thank you" from the resident.
The Building Committee recommended a change to the Covenant language regarding fences, which will be determined at the upcoming election. The word "hedges" was removed as a "type" of fence since hedges can become view issues. Another change would allow the committee to consider variances to setbacks and fence types proposed in permit applications.
